The President today declared an emergency exists in the State of North Carolina and ordered federal aid to supplement the efforts of state and local intervention because of emergency conditions resulting from Hurricane Irene began on 25 August 2011, and continues.
The President's action authorizes the Department of Homeland Security, the Federal Emergency Management Agency (FEMA) to coordinate all disaster relief efforts which aim to alleviate the hardship and suffering caused by the local emergency and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act to save lives and protect property and health and safety and to mitigate or avoid the threat of a catastrophe in the counties of Carteret, Craven, Currituck, Dare, Halifax, Hyde, Johnston, Jones, Nash, Northampton, Onslow, Pamlico, Perquimans, Pitt, Tyrrell, and Wilson.
In particular, FEMA has the right to identify, mobilize, and to give its discretion, equipment and resources necessary to mitigate the effects of an emergency. Emergency protective measures, including direct federal assistance, provided that 75 percent of federal funds.
